The city of Paralia is a major city on the planet of Metera in the Uando Galaxy. It is believed by members of The Resistance to be the site of a covert Guardian facility. The purpose and precise whereabouts of the facility are unknown. The city, itself, is a port city, and an important trade hub on Alsis. It is the largest city on the southwestern coast of the continent, though its exact population is unknown. It is estimated to be between 50,000 and 100,000 people. While The Resistance has no specific knowledge of the identities of the leadership, it is known that the city is governed by a three-man tribunal consisting of a high priest, a governor, and an elected man from among the commoners.

Paralia and its environs are considered to be an independent city-state, though it culturally identifies with the sprawling Kingdom of Suvain. Paralia maintains a militia, as well as a small navy. All male adults between 16 and 30 must serve twelve 10-days per year in the navy or militia. Nobles may attain full-time employment in the militia. The Church of the Triumvirate also maintains its own militia; anyone in the Church militia is exempt from service elsewhere.

Paralia has strict laws against murder and theft. Adultery is also considered a form of theft, punishable by castration. Boys in Paralia receive two years of compulsory education from The Church, running from approximately age six to eight. Children identified as exceptional may be presented with the option for further education. Women in Paralia are subject to a curfew from one hour after dusk until dawn. The husband, father, brother, or son of a woman out during curfew is subject to a fine.

Game Mechanics

Paralia is TL 4 and CR 4. Only crossbows and firearms require permits. All other weapons are legal for any adult man to carry. Magic, poisons, and explosives are LC0. Printing is restricted to The Church, though handwritten manuscripts and hand-drawn maps are permissible. Anti-Church, inflammatory, libelous, or pro-magic writing or speech may carry harsh penalties.
