Founded in 1927, Troubleshooters, Inc. was the first paranormal investigative agency licensed by the City of Los Angeles. The group began operations in a garage on Fairfax Avenue, later moving to a downtown warehouse that burned in 1932.

By 1934 Troubleshooters, Inc. was the only paranormal investigative agency still in activity. The owners soon began operating other businesses (sometimes using the Troubleshooters name) when a decline in supernatural activity resulted in less income from ghost hunting and exorcisms.

During the 1940s its main business appears to have consisted of private investigative work, particularly focused on communist and anarchist activity in Los Angeles. In 1952 the group began operating out of a historic downtown fire station.
