This is Star Fleet issue concealable ballistic body armor. It is typically issued when encounters with primitive (pre-TL10, i.e. non-disruptor/laser using) hostiles are expected.

The DR is 24/8*. It absorbs 8 points of damage against most forms a attacks, but against cutting and piercing attacks it protects for 24 points. It is flexible, so for every full 10 points of cutting, impaling, or piercing damage or 5 points of crushing damage stopped by DR, 1 HP blunt trauma causes actual injury [B379]. If the DR of the armor is penetrated, then there is no blunt trauma effect.
