Kiyohara Noburo (b. 661) is the head of the Kiyohara Clan and Governor of Dewa. The Kiyohara Clan claims descent from Emperor Tenmu, by way of his youngest son, and was installed by the Imperial Court to take charge of the Dewa province and subjugate the nearby Mutsu province. Governor Kiyohara is subordinate only to the Empress.
