Every citizen of Red-level security clearance or higher has access to a personal clone series. In years past every citizen was afforded this privilege, but population grew too large to accommodate everyone and so The Computer decreed that only those with Red clearance and higher would have a clone series.

When promoted to Red level, genetic material is harvested from the citizen. This material provides the material for creating the clone series. Additionally, a brain scan is performed which records the memories and other information stored in the brain. This information can later be implanted into a new clone. Each citizen with clone privileges is provided with six clones.

These initial procedures are provided at no cost to the citizen. Upgrades to clones or additional brain scans may be purchased later by the citizen. (See GURPS 4th edition Ultra-Tech for possible upgrades, such as implants or bio-engineering, to clones.)

In order to discourage reckless behavior, The Computer has determined that each "reboot" into a new clone increases progressively by 10x with each reboot. Rebooting to the first clone costs $1,000 credits; rebooting to the second clone would cost $10,000, while rebooting to the third clone costs $100,000. Thus, rebooting to the sixth clone in a series would cost $100,000,000 (which may explain why there are not a lot of six-series clones walking around with only Red clearance).
